Netscape originally introduced frames in version 2.0 as an
advanced way to navigate through a site with multiple, scrollable regions. Frames are a
great way to separate your content from your navigation, or anything else you'd like to be
always visible.
It's hard to code frames for both Netscape and Internet
Explorer to look the same because of each browser's Frame Tag variations, not to mention
coding for the different resolutions that people use to view your site.
