Matrix Y2k
Matrix Y2K 6.0 is a good program for people with varying degrees of HTML ability. It offers enough automation to make many tasks easy for less experienced users, and its speed is nice for more veteran users.
HomeSite 5
HomeSite 5 is the latest version of Macromedia's HTML editor. As a plain text HTML editor, it covers a good deal of ground.
Abstract Web Studio 4.0
It has a new name, but that isn't the only thing that enables Abstract Web Studio 4.0 to provide users something different than most HTML editors on the market. It also offers great features at a ridiculously low price.

SiteScribbler is a program that offers something for everyone in the Web building business, from those with minimum experience to seasoned pros.
WebEtch
Once upon a time it was shareware, now WebEtch is a free HTML program from Micro Resources that carries with it many attributes normally associated with more expensive Web building programs.
PC Review: Webford 3.01
As much as many HTML programs resemble others, it isn't until you start using them that they begin to separate themselves into the good, the bad, and the ugly. Webford 3.01 deserves to be ranked among the good, particularly for those wishing to avoid using WYSIWIG programs but do not want to be overwhelmed with details of HTML.
